Small Cities Ecosystem for Digital Transformation

The LAG (Local Action Group) Valli del Canavese is a public-private entity that promotes projects for the development and enhancement of the territory. Together with local actors, the LAG develops the Local Development Plan (LDP), defining an integrated development strategy that is implemented through the publication of calls for proposals aimed at local businesses and administrations, financial support, and participation in projects capable of bringing value and resources to the area.

For many small Public Administrations, digital transition represents more of an obstacle than an opportunity. Due to the complex structure of activities and their role as an interface between PA, citizens, and businesses, small municipalities – often with minimal staff – find themselves facing the same burdensome tasks as large administrations. In this context, the challenges of digital transformation often take a back seat.

A possible solution lies in activating collaboration pathways that allow for pooling resources and skills.

Solutions

The LAG Valli del Canavese has acted to support associated municipalities, proposing networking and training activities, provided by EDIH EXPAND in collaboration with the Piemonte2030 initiative of the Piedmont Region.

The LAG played a facilitating role in contacts with the municipalities that took part in the Digital Maturity Assessment (DMA).

Based on the analysis of emerging needs, 4 workshops were organized at the LAG headquarters on key themes:

  • Digital transformation
  • Cybersecurity
  • Accessibility and communication
  • Open Data

Results and Benefits

Over 20 small municipalities (from 300 to 3,000 inhabitants) were involved in the implementation of the activities.

For each municipality, a document was drawn up describing the level of digitalization of the entity, proposing a digital transition path, and providing suggestions and points of attention for the future.

The beneficiaries greatly appreciated both the topics related to digitalization and network strategies, as well as the more technological subjects. They gained greater awareness of the opportunities offered by the digitalization of services, data sharing, and developed increased attention to risks related to cybersecurity.

Furthermore, the space for discussion offered by the workshops was highlighted very positively, allowing participants to share common critical issues and disseminate knowledge within their own administrations.
